Purpose of Job
This position serves as the Company Subject Matter Expert (SME) in complying with Environmental regulations applicable to Company operations. The Director of Environmental Compliance has autonomy in ensuring all assets are compliant with relevant environmental laws and regulations and advises key stakeholders on requirements to fulfill this obligation. This position reports to the Vice President of Environmental, Health, and Safety.

Major Responsibilites & Duties

  • Manage documentation/deployment/supervision of

  • Environmental regulatory compliance programs for ECMV assets;

  • Oversee and maintain all aspects of the air quality program for ECMV assets, including air emission inventories, monitoring data, and regulatory reporting;

  • Responsible for the ongoing review of Environmental regulatory compliance programs at ECMV assets and making recommendations to correct potential deficiencies;

  • Represent the Company during Environmental inspections, surveys, or audits performed by regulatory agencies; in instances where there is non-compliance, shall immediately implement and maintain corrective actions;

  • Responsible for monitoring and continually expanding knowledge of current Environmental regulations and technology, including review and analysis of proposed rulemaking changes relevant to ECMV assets;

  • Perform inspections and daily monitoring to confirm compliance with Environmental regulatory requirements;

  • Identify trends related to Environmental regulatory compliance and make recommendations to management for improvement in design, methods, procedures, or programs that address any identified trends;

  • Respond to emergency situations, including onsite assistance with management, and provide documentation and investigation execution support; conduct prompt and thorough investigations of all incidents;

  • Assist the EHS team with developing, facilitating, and conducting EHS awareness and required training;

  • Assist contractors in understanding and complying with company EHS policies, as necessary;

  • Assist in budget planning process for EHS projects, including either preparing AFEs or reviewing and signing off on environmental aspects of construction AFEs;

  • Work in conjunction with the H&S Director and H&S Coordinators to coach and develop our workforce to meet and exceed our EHS standards;

  • Work with the Vice President of EHS on personnel development within the EHS department;

  • As a member of the EHS team, demonstrate commitment to an Injury-Free Environment through own actions and mentoring others;

  • Work with ECMV Project teams in fulfilling Environmental regulatory requirements specific to the project (cultural resources, air quality, noise control, all waste management, etc.)

Minimum Requirements

Required Skills, Knowledge and Experience

  • 10 plus years of applicable industry experience in Environmental Compliance;

  • Expert knowledge of State and Federal environmental regulations and standards applicable to gathering systems, field compression, natural gas processing facilities, and NGL/Crude pipelines, including experience working with Regulatory Agencies such as TRC, TCEQ, EPA, etc.;

  • Experience and certification in Optical Gas Imaging (OGI) and other gas detection methods;

  • Experience in reviewing, developing, and submitting Air Permits as required by applicable Regulatory Agencies;

  • Strong written and verbal communication;

  • Possess and maintain a valid driver license to include a safe driving record satisfactory to the company;

  • Ability to understand and follow directions;

  • Maintain discretion and confidentiality;

  • Good time management and organizational skills;

  • Computer knowledge (MS Office).

Preferred Skills, Knowledge and Experience

  • Bachelor’s degree in an area of Environmental study or an engineering discipline;

  • Experience in developing and delivering training on Spill Prevention, Control, and Countermeasure (SPCC) Plans.

  • Knowledge of DoT regulations and standards (49 CFR Part 192 & 195)

  • Knowledge of OSHA PSM standard (29 CFR 1910.119) and EPA RMP rule (40 CFR Part 68)

Major Responsibilites & Duties

  • Performs routine maintenance, calibration, and repairs of gas processing plant and field analytical equipment, to include fixed and portable H2S, O2 and H2O analyzers.

  • Is available as needed to perform spot checks, calibration verifications, or witnessing which may include after hours or weekends.
